About Policy Insights
What is RIHED’s Policy Insights platform?
Policy Insights is a dedicated online platform of SEAMEO RIHED designed to support evidence-informed policymaking in higher education across Southeast Asia. It serves as a space for sharing evidence, ideas and perspectives on higher education policy among policymakers, researchers, practitioners, and the public to stay connected on the issues shaping higher education today.
Built as part of RIHED’s broader mission, Policy Insights reflects a simple goal: to make policy knowledge more accessible, more connected and more useful to those working to strengthen higher education systems.
Distinguishing from a digital repository, or information database, Policy Insight is conceptualised as a participatory “people’s platform.” Rather than serving as a passive archive, it operates as an active, collaborative space structured around a simple 3R Formula:
• Reachable: Designed to be easily accessible and engaging with intuitive user interfaces, easy-to-read formats, and multi-channel dissemination.
• Relevant: Tailored to deliver actionable, high-impact policy insights directly applicable to diverse stakeholders and contexts across the Southeast Asian region.
• Rewarding: Engineered to generate two-way value that benefit readers who receive timely regional insights and recognising contributors who share knowledge, research, and good practices.

Why it Matters
Higher education systems are evolving quickly. Higher education policies need to keep pace. RIHED works closely with ministries and partners across Southeast Asia to support policies that reflect different national contexts while contributing to shared regional goals. In this role, RIHED acts as a trusted convener and strategic partner in higher education, bringing together diverse perspectives to support cooperation and learning. Policy Insights extends this work into a digital space, helping to

- Promote accessible and inclusive policy knowledge, and
- Support more connected and evidence-informed decisions

Policy Insights is developed by the Southeast Asian Ministers of Education Organisation Regional Centre for Higher Education and Development (SEAMEO RIHED).
Anchored in SEAMEO RIHED’s mandate as a regional centre and clearing house for higher education information and documentation, the platform aims to strengthen the exchange and dissemination of policy knowledge, research findings, and regional perspectives related to higher education and human capital development in Southeast Asia and beyond.
The initiative supports SEAMEO RIHED’s broader efforts toward the Common Space in Southeast Asian Higher Education and regional harmonisation by creating a platform that promotes evidence-informed dialogue, knowledge-sharing, and strategic engagement among policymakers, higher education institutions, researchers, development partners, and other stakeholders.
